Venues publish a cold storage percentage because it sounds reassuring. The useful information is in the remainder.

## The definitions

Cold storage means keys kept offline, requiring a deliberate manual process to move assets. Hot wallets are connected and automated, which is what makes instant withdrawals possible.

Warm storage sits between: online but requiring additional authorisation.

## Why the hot portion exists

Customers expect withdrawals in minutes. Meeting that expectation requires assets reachable by software without a human ceremony.

A venue with everything in cold storage would process withdrawals in batches on a schedule. Some institutional custodians do exactly that and retail venues cannot.

## What the percentage conceals

Ninety five per cent cold sounds strong. On a venue holding a billion, the remaining five per cent is fifty million reachable by an automated system.

The absolute figure is the exposure. The percentage is the marketing.

## Why it moves

The hot balance is topped up to meet expected withdrawal demand. In a busy period it rises; in a quiet one it falls.

A percentage published once describes one day. It is not a policy unless the venue states a maximum.

## What a serious venue states

A maximum hot balance, a replenishment process requiring multiple approvals, and a stated delay for withdrawals that exceed the hot balance.

The third point is the honest one: a large withdrawal should take longer, and a venue saying so is describing a real control rather than hiding one.

## The failure that this addresses

An automated system compromised through software is the most common large loss in this market. Cold storage is the defence and its cost is latency.

## What would have to be true

Stated limits, enforced by policy and by hardware, with the cold ceremony genuinely requiring independent people in independent places.

Without the last part, cold storage is a slower hot wallet.

## What to look for

[Exchanges that document their cold storage split](https://collectnexchange.cy/services/crypto-custody) with a stated maximum rather than a point-in-time figure. And a withdrawal policy that admits large requests take longer.

[Somewhere the withdrawal policy survives a busy day](https://collectnexchange.cy/services/crypto-offramp) is a venue that has sized its hot balance for demand rather than for a screenshot, and [Collect & Exchange, which is licensed in Cyprus](https://collectnexchange.cy/), operates under rules that require the arrangement to be documented to a supervisor.
